GENERAL INFORMATION ON BAGILLT COMMUNITY COUNCIL

The Council is elected, each Councillor serving a four year term which will next expire in May 2012. There are 14 Councillors serving two Wards. In order to finance expenditure the Council precepts its requirements on the County Council. All income/expenditure is subject to annual audit and copies of the audited accounts are available for public inspection by contacting the Clerk.

Council meetings are held on the 2 nd Friday in the month (except August and December when there is a recess) and commence at 7.00 pm.They are held alternately at Ysgol Merllyn, Foel Gron and Ysgol Glan Aber, Holywell Road as indicated below and the press and public are welcome to attend.

January, March, May, July and October – Ysgol Merllyn

STATUTORY AND OTHER POWERS EXERCISED BY THE BAGILLT COMMUNITY COUNCIL SINCE ITS INCEPTION IN APRIL 1985

1. BUS SHELTERS

Repair and maintenance of Community Council bus shelters. Provision of new stone built shelter at the Boot End (A548) and brick shelter at Riverbank Post Office. All are repainted on a regular basis by the Community Caretaker.

2. CHRISTMAS LIGHTING

In 2002 commenced Christmas lighting in agreement with two public houses in High Street, which was extended and enhanced in 2003 and 2004 to include other properties in High Street. In 2006 further extended to include rope lights on lampposts but abandoned after one year due to vandalism. In 2009 spare lanterns erected at Stag Inn and Forresters Hall, but in 2010 decision taken to cease the provision of lights due to the perceived value as a result of the reduction in premises which could be used.

3. COMMUNITY CARETAKER

Use of Flintshire County Council Estate Caretaker for Community Council duties for one week per month spread over two weeks, commenced in October 2001 at an agreed cost and has been currently renewed to March 2011. Duties include litter picking (including litter bins), minor repairs to Council fixtures, painting bus shelters/public seats, reporting repairs to appropriate authorities and undertaking required/agreed tasks at private houses of senior citizens.

4. CONSULTATION

By National Assembly for Wales, Central Government and their agencies; by the unitary Flintshire County Council and public utilities with a view to seeking comments and observations on changes being envisaged.

5. ENVIRONMENTAL

Previous involvement in ‘Keep Delyn Tidy’ Campaign, entering sections of annual ‘Best Kept Village’ competitions, purchasing bulbs and shrubs for planting by local schools and Youth Centre as well as use of Community Caretaker time on litter picking.

6. FINANCIAL ASSISTANCE

Donations annually to local organisations, within agreed criteria, towards running expenses determined at October and February Council meetings. Also annual consideration of grant to Community Centre by way of meeting insurance and sewerage/water costs; One off grants for particular items have also been granted to local organisations.

7. FOOTPATHS

Signposting to footpaths in co-operation with the Highway Authority. Bringing obstructions, need for sites etc. to the attention of the Highway Authority. Right to be notified and comments on diversions etc. In 1991/92, produced a Local Footpath Guide, with a second published in 1995. Involvement in survey of footpaths and, in 1994/95, permissive extension to footpath No. 13.

8. HANGING BASKETS

Provision of 8 hanging baskets on four columns in the High Street commenced in 2005 including arranging for erection, watering and dismantling and continued until 2007.In abeyance currently due to need to overcome watering arrangements.

9. LIGHTING (FOOTWAY)

Previous provision of replacement lighting columns in conjunction with former Delyn Borough Council in High Street and additional columns at Highfield Road, Trebor Avenue, Tyn Twll, Gadlys Lane, Foel Gron and Pen-y-Glyn. In 1995/96, upgrade existing lamps to 35 sox standard (10 achieved in year). Flintshire County Council are responsible for future maintenance, repair and electricity changes.

10. LITTER

Provision of new litter bins (with emptying by Flintshire County Council) and replacement of existing as necessary. An enhanced amenity cleansing service (street sweeping/litter collection), paid for by the Community Council, was undertaken for twelve months with the former Delyn Borough Council. Use of Community Caretaker hours on litter picking duties.

11. MISCELLANEOUS

Acting as a ‘pressure group’ with other local authorities, Health and Police Authorities and public utilities, to ensure local services are not diminished, bring deficiencies to their notice and suggesting improvements. Regular attendance at Council meetings by Police Community Beat Manager.

12. NEWSLETTER (COUNCIL)

Commenced in 2007 with two editions per year until 2009.

13. NOTICE BOARDS

Provision, erection and maintenance. Boards provided at the Community Centre, in Riverbank and at the Car Park, High Street which are available for use by local organisations.

14. PLANNING

Receiving copies of all applications affecting the community and right to make comments, including objections to be taken into account by Planning Authority.

Planning matters are discussed at community council meetings and members of the public are welcomed to attend these meetings.

From time to time the community council may, in order to respond to a deadline, grant the power of a response to the chairman, deputy chairman and a local member.

 

15. PLAY AREAS

Upgrading equipment on an annual basis jointly with former Delyn Council at sites in Bron Haul, Bron-y-Wern, Victoria Road, Manor, Pen-y-Glyn, Deans Close and Trebor Avenue. Since 1997/98, paid the costs of running summer playscheme activities at two locations in partnership with Flintshire County Council. From 2002/03 also contributed towards playscheme activities for older youngsters in East Ward and in 2007 commenced match funding transport costs for youngsters from the Wern area to attend the Youth Club at the Boot End

16. PUBLIC BENCHES

Provision, erection and maintenance.

17. TRAFFIC CALMING

In 1997/98 commenced rolling programme of non-physical traffic calming measures in partnership with Flintshire County Council, at Holywell Road and High Street, and in 1998/99 at Bron-y-Wern and Bryntirion Road. Since 2000/01, physical measures installed at Bryntirion Road, Foel Gron, Victoria Road and Sandy Lane. Further programmes for Tyddyn Mesham, Pen-y-Glyn and Riverbank agreed with Highway Authority but subsequently held in abeyance by Flintshire County Council.

18. WAR MEMORIAL

Upgrading of surrounding area and maintenance of planted section. In 1997/98 arranged for cleaning, in 1998/99 names on the Memorial were renewed and in 2000/01, vandalism repaired. From 2002/03 to 2005/06 made a grant to Bagillt Heritage Society towards improvement scheme and in 2008 also met the cost of a new public bench.

19. WEBSITE

 In 2007 established a Council website following .gov registration which is being upgraded in 2010.
